The City of San Diego understands the important role businesses play in the local economy and quality of life. The City offers an array of business development programs to assist entrepreneurs in starting and growing businesses.

Business Resource Center

The Office of Small Business provides entrepreneurs with start-up information, development programs, and advocacy and referral services to enhance their success and promote a business friendly climate.

Business incentives and benefits available through City of San Diego Economic Development Department provide companies with an edge in the marketplace to expand and prosper. These include: Foreign-Trade Zones Program; Recycling Market Development Zones; Redevelopment Project Areas; and Storefront Improvement Program.

Financing resources include small business loans for small to mid-size business owners with expanding businesses that require capital, but are unable to meet the terms of traditional banks.

The City also contracts with businesses which can provide quality products and services at competitive prices. Interested companies may register with the City for contracting opportunities and to participate in various programs designed to increase opportunities and assist businesses in contracting with the City.

Additionally, the City of San Diego not only assists individual businesses, but also focuses on creating partnerships with other service providers, strengthening business organizations, and improving commercial neighborhoods throughout San Diego.
