Final MSCP Plan
The Final MSCP Plan, available at the County of San Diego MSCP Portal, establishes the planning framework for the Multiple Species Conservation Program and guides the preparation of individual subarea plans for each jurisdiction within the MSCP Planning Area.
City of San Diego MSCP Subarea Plan
The City of San Diego Subarea Plan guides the establishment of the City of San Diego Multi-Habitat Planning Area (MHPA) preserve system.

MSCP Implementing Agreement
The Implementing Agreement (PDF) between the City of San Diego, the U.S. Fish and Wildlife Service and the California Department of Fish and Game addresses implementation of the Subarea Plan and grants the City permit authority over those plant and animal species listed as threatened/endangered covered by the subarea plan.
